This module investigates the transformative role of Information and Communication Technologies (ICTs) in governance and the promotion of human rights. Emphasizing the growing advocacy for internet access as a fundamental human right, it explores how digitalization influences public policy, decision-making, and service delivery, striving for transparency and equality. The module confronts the revised concepts of identity, surveillance, and privacy introduced by ICTs, and discusses the various challenges and opportunities these present. You will engage with the concept of digital governance, or e-governance, and the recognition of digital rights as human rights, preparing them to navigate and contribute to this rapidly evolving field.
